Elvira followed a twofold degree at ICADE in Madrid (Universidad Pontificia Comillas, Spain) where she obtains both a Bachelor’s degree in Law and a Bachelor’s degree in Economics and Business Administration; this initial training is completed with Master’s degree in International Cooperation at the Universidad Complutense de Madrid (Spain) and later by a University Degree in Human Rights from the University of Nantes (France).
Following several years of work in charge of financial administration and human resources management in several countries in Asia and Africa at Action contre la Faim (ACF) and Acción contra el Hambre, Elvira joined the Paris headquarters of ACF; after a short period spent as Field Financial Controller, during fifteen years, Elvira was the Head of the Institutional Donors’ Relations, including the EU, the UN and a number of governmental cooperations (American, British, Spanish, Swiss, Swedish, etc.) and, on behalf of ACF, has been involved in several groups both in France and internationally (Coordination Sud, VOICE, etc.).
More recently, following a reorganization of donor relations within the ACF network, Elvira is Donor Relations Manager for certain European governmental cooperations (mainly French and Swedish) on behalf, not of ACF France exclusively, but extended to the ACF international network.
In parallel to these positions, Elvira has been conducting trainings in France about external aid public donors, their strategies and their funding mechanisms (DG ECHO, DG DEVCO, UN Agencies, USAID, DFID, AFD, …) for the Institut Bioforce, Université Cergy-Pontoise, Institut de SciencesPo d’Aïx en Provence and, more recently, IRIS (Institute of International and Strategic Relations).
